Bill is a lifelong registered Republican and a member of the Washington County Republican Club. He was born and raised in Hagerstown and graduated from Clear Spring High School in 1984, where he played varsity basketball and baseball. He studied Mechanical Engineering at Hagerstown Junior College and is a 2020 graduate of Leadership of Washington County, Class #33.

Bill is the owner of McIntire HVAC since 2010. He is also a current board member of The ARC of Washington County. Previously he was Head Coach at Clear Spring High School girls varsity basketball 2011-2015 and Assistant Coach at Clear Spring High School varsity softball 2012-2015.

Bill is still active in men’s fast pitch softball for the All Season Patriots in Allentown, PA. He has played for various teams through the years locally as well as teams from Baltimore, Harrisburg, Boston, and South Carolina. He was a member of the ASA national championship team with All Season Patriots in 2020.
